Credit card charged twice with booking declined

I have been charged twice for an online transaction that was declined. I have no transaction reference as the purchase apparently did not go through but my bank account has been charged 2x €203.
I have attempted to contact SNCF through the online chat and the "Contact Us" page but neither are working. I have called 00 33 8 92 35 35 35 and was told to call 00 33 09 70 60 99 60 but that number does not work either. I need to speak to someone immediately as I cannot afford to lose this amount of money.
